Value-added tax reform expands

Rail and the postal service will be added to the value-added tax reform program starting on Jan1, according to a statement after Wednesday's State Council executive meetingpresided overby Premier Li Keqiang.

The move followed the decision to expand VAT reform nationwide from the transport sector andsix service sectors since Aug 1. After the rail sector is addedall of China's transportationsectors will have been included in the VAT reform.

The pilot program to replace the business tax with a value-added tax is part of the government'sefforts to invigorate the country's smalland medium-sized enterprisesmost of which areprivately ownedand upgrade the economic structure.



Zeng Kanghuaa public finance professor at the Central University of Finance and Economics,hailed the swift expansion of the reform.

"The trial reform was first carried out in Shanghai in early 2012. From August that yearthereform was expanded to eight provinces and municipalitiesand from this AugustVAT reform intransport and six service sectors was expanded to the whole countryThere are now only three orfour sectors that are not covered by the program," he said.

The State Administration of Taxation has said the nationwide expansion is expected to cut 120billion yuan ($19.7 billionin taxes on companies in the pilot sectors this year.

But for the momentnot all companies in the pilot sectors have enjoyed fewer taxes.

This is because before the reformsome companies were subject to a business tax with a lowerrate than the value-added tax.

For examplesome transport companies were previously subject to a 3 percent business taxButnowthey are subject to an 11 percent VAT.

Experts said to ease the tax burden on companiesvalue-added tax rates should be reduced andthe highest tax rates should be lowered.

Improve education

Li also vowed to improve education facilities in low-income areaswhich mostly lie in central andwestern Chinasaying the improvements should meet the basic education requirements in threeto five years.

The meeting asked provincial-level governments to allocate more of their education budgets topoor areas to build stronger schools and facilitiesincluding deskschairslab equipment andplaygrounds.

Dormitoriestoiletscafeterias and bathrooms should meet basic living standards.

The move will benefit more than 40 million students in China's poor areas.

Officials also stressed that the improvements should be conducted in a transparent way.

The meeting also called for timely updates of legislationSeven draft law amendmentsincludingone on company managementone on customs and one on drug managementwere passed atthe meeting and will be submitted to the top legislature for further review.
