Raising dogs is popular in ancient towns of Lijiang. According to local government, a regulation for dog management may be formulated within the year. Shuhe Ancient Town and Dayan Ancient Town will be the key regulatory areas.
The number of dogs has exceeded 20,000 in ancient towns, Lijiang. Among them, the number of ferocious dogs account for around 3,000. As a result of poor management, stray dogs hang around ancient towns everywhere, which awfully affects city appearance and endangers people's health.
In fact, the problem had attracted a lot of attention four years ago. A regulation for dog management was introduced then, but has not been carried out as yet.
The new regulation that is to be launched this year formulates that only those who have lived in Lijiang for 1 or more than 1 year, as well as have fixed and single-family residences are allowed to raise one dog per household. Dogs that are brought from nonlocal places have to be registered.
Related departments will establish an electronic archive for dogs in ancient towns of Lijiang, recording specific information of dogs and dog owners.
In the key regulatory areas, dogs have to be raised indoors; people who walk dogs outside should bring dog certificates, appliances to assemble dogs' excrement; dogs should be chained when they taken out in public places; dog owners are forbidden to walk dogs outside from 9:00 to 19:00.
According to the regulation, abandoning dog's body is prohibited. Besides, raising dogs, except for raising guide dogs in the key regulatory areas, should pay management fees. The detailed charging standard will be issued by related departments after it is checked and approved.
